The successful tenderer will be given the exclusive rights of providing pleasure boats and rafts for hire at approved charges within the area of the sea fronting the pavilions.
18.
Notices in English and Chinese showing the approved maximum charges for the use of the accommodation and for the hire of pleasure boats or other facilities provided are to be kept permanently exhibited at various points to the satisfaction of the Chairman of the Urban Council.
19.
The Government does not bind itself to accept the highest or any tender.
